In both instances, the program’s goal is to help make homeownership more affordable for people in the lower- to moderate-income categories. 

The USDA also offers home improvement loans under Section 504 that provide subsidies to help borrowers afford repairs to restore a house to safe and sanitary conditions. These loans are for a maximum of $40,000 and are intended for use in repairing, improving, or modernizing homes or removing health and safety hazards.

Loan Requirements and Eligibility for USDA Home Loans 

USDA loans apply only in designated rural areas and for housing that is considered safe and sanitary. Generally, qualifying properties must be no more than 2,000 square feet and be priced less than the market limit for a particular geographic area.

Qualifying borrowers must show that they cannot find safe housing and obtain funding from other resources. Loans are only allowed if borrowers occupy the home as a primary residence. Borrowers must also be citizens or eligible non-citizens.
